As part of his working visit, VSU Vice-Rector Andrey Iosifovich Ralovets visited the cities of Suihua and Harbin. In Suihua, he met with Li Qing'an, Director of the Suihua Institute. The talks resulted in the signing of an agreement on cooperation in educational, scientific, and social and cultural activities. Ralovets also toured the institute's chemical laboratories, opening up new opportunities for joint research and exchange of experience.

On the second day of his visit to China, the Vice-Rector participated in the opening ceremony of the Eighth International Conference on Cooperation in Industry, Education, and Science in Harbin. During the conference, Vitebsk State University, along with Vyatka State University and Suihuai Institute, joined the Association of Special Education of Belarus, Russia, and China.

Following the plenary session, talks were held with Zhōngyǐng guó yì (Jun Ying Guo Yi), the director of the Harbin Institute of Commerce, and representatives of F. Skorina Gomel State University and P.O. Sukhoi Gomel State Technical University. Prospects for further cooperation and the implementation of joint projects were discussed.
